Public Administration Reform in Romania: Whom Should We Learn From?

Romanians discontent towards the poor performance of government departments has reached alarming levels. It is emipirically considered that the world-wide performance of countries in terms of public administration efficiency depend 15% of  managers´ and civil servants´ productivity. The rest of 85% are related to the systemic factors, such as policy, institutional and constitutional incentives. We dream of a entrepreneurial government, or at least of the import of business management principles, but the bureaucracy proves to destroy it quicly.
